Define mandate before declaring one

Political science treats "mandate" as contested. Operationally, look at: (1) margin size, (2) issue congruence in exit polling, (3) legislative seat gains, and (4) durability of approval. On those metrics the picture is mixed. Better framing: conditional authority subject to performance.
